 Name: - A.N. Bharghava Shyam-MAE15007 (19-Feb-2017)

Question: -

What are the two major ways of thinking about political economy? Give an example of how each will think about educational policies.

Answer: -

The two major ways of thinking about political economy is {Way to understand}

1) Struggle Between groups: - In this Markets does not give justice {In Radical political capitalists will dominate society & in another big farmers will dominate society} in this we have Marxism- only single party rule (Leninist version of Marxism, Classical-radical-political-economy), Socialism- Seeking interest of society than individual. Welfare economics is saying that market will not concern about weaker sections, so state have to intervene.

Marxism think educational policies as “Reproduction of existing class system through the schools”.

Socialism think it as “Education should provide for all its gives development for weaker sections”.

Welfare economics think education policies as “State have to intervene completely for developing weaker section”

2) Choice making: - {Public Choice Theory} Market is the force & deciding role. In this market and public choices has to steer the mechanism.  In this we have 3 types of liberalisms that are (Actually the second approach focuses on choice making within a particular rules context)

Classical/Early Liberalism: - Opposing the control of kings in Market, Market have to decide best & state should intervene only in health & education (Classical-liberal-political Adam Smith)

Classical-liberalism thinks education policy as to intervene by state then we can oppose the control of kings.

Socio/Mid Liberalism: - Market can't give justice, state should support weak sections

Socio-liberalism thinks that as “Education can be undertaken by market & state, state have to give free education to weaker section” (How this is different from 1st approach?)

Neoliberalism: - Market can give best services State should intervene must be low. It is the ideology of market is way to run society {Education & Health also have to take by market}

This will think educational policy as “Education have to control by market only then on the people get best services”
